4/29/10 • GARKANE ENERGY ANNOUNCES ANNUAL MEETING ELECTION RESULTS
Results of Garkane Energy’s Director elections were announced during each of the Cooperative’s Annual Meeting Sessions held in Colorado City, Arizona, April 27, 2010, Escalante, Utah, April 28, 2010, and Koosharem, Utah, April 29, 2010.
As mentioned in the Spring Issue of HIGHLIGHTS and in accordance with the Cooperative’s bylaws, “if only one Nomination is made in a particular district, and such candidate satisfies the Director Qualifications, such candidate shall automatically be appointed as a Director, without the need to hold a Director election in accordance with this Bylaw Section (Section 4.05, Paragraph 2). Incumbent Directors LaDon Torgersen - Koosharem (District 1), Reed Munson - Escalante (District 4), and Boudicca Joseph - Big Water (District 9), were the only candidates to file a Nomination Petition in their respective Districts. Therefore, they each were re-appointed as a Director of their respective District.
In Garkane’s newly formed District 11, Tyler Barlow - Hildale (District 11) ran unopposed and was announced as the winner of the District 11 election.
Featured speakers at the Meeting Sessions included Deseret Power’s CEO - Kimball Rasmussen and youth speakers from last summer’s Utah Rural Electric Association (UREA) Youth Leadership Conference. Mr. Rasmussen spoke at each of the business sessions held in Colorado City, Arizona, Escalante, Utah, and Koosharem, Utah. UREA Youth Representative, Vallerie Hammon - Colorado City Academy, spoke at the Colorado City business session, UREA Representative, Kelsey Torgersen - Escalante High School, spoke at the Escalante business session, and UREA Youth Representative, Olyvia Lindgren - Piute High School, spoke at the Koosharem business session. Garkane’s CEO, Carl Albrecht, also reported at each meeting.
In accordance with the Cooperative’s Bylaws, Directors Torgersen, Munson, Joseph, and Barlow will all serve three-year terms. Garkane Board Members also elected Board Officers and representatives to Deseret Power (Garkane’s wholesale power supplier) and the Utah Rural Electric Association (statewide organization) at the May Board Meeting.
Carl Boyd, Jr. was re-elected Board President of Garkane Energy Cooperative, Utah. Other Board Officers include Rod Ence – Duck Creek as Vice President, and Terry Griffiths – Orderville as Secretary/Treasurer.
The Board also selected trustees to two statewide organizations in which Garkane participates. Randy Brown – Kanab and Boudicca Joseph – Big Water will represent Garkane’s interests on the Board of Deseret Generation and Transmission Cooperative. Michael Blackburn – Bicknell will serve on the Utah Rural Electric Association Board of Directors.
Garkane Propane’s Board of Directors also met on Monday, May 17, 2010, and selected Officers for the Company for the coming year. Wayne Robinson – Kanab, was elected as President of the Board of Directors. Joining President Robinson as Officers are Trent Hunt – Loa as Vice President, and Boudicca Joseph – Big Water, as Secretary/Treasurer.
3/9/10 • PROTECTIVE RELAY NEAR GLEN CANYON DAM SUBSTATION CAUSES GARKANE POWER OUTAGE
Garkane Energy Customers in Kane County, all of Garfield County (except Antimony and Panguitch), and portions of Mojave and Coconino Counties in Arizona, experienced a minor power outage the morning of March 9, 2010.
Power was off for approximately 15 minutes to a half-hour for the bulk of customers. No problems were found on Garkane’s facilities by Garkane crews. A protective relay from the Glen Canyon Substation, operated by Western Area Power Administration (WAPA), was the cause of the outage.
Garkane reminds its customers to plan ahead for inevitable power outages. Choose an easily accessible closet or cupboard for an emergency supply of flashlights, batteries, candles, blankets, and other needed items.

The Forest Service is seeking public comments on a proposed 138 kilovolt (kV) electric transmission line from Tropic to Hatch in Garfield County, Utah. Two open houses to provide information, answer questions, and receive comments will be held at the following times and locations:

WINTER STORM CAUSE OUTAGES TO GARKANE’S SYSTEM
Garkane Energy Customers in the Kane, Wayne, and Garfield County areas experienced power outages during the past week due to heavy wet snow and ice, which blanketed the area.
Outages were caused from snow and ice on the power lines. As snow and ice builds up and sheds from power lines, phases sometimes come in contact with each other, which in turn causes a power outage.
“We received some much needed moisture from the storm, which we are very thankful for. However, anytime we receive a warmer southern storm, snow and ice tends to build-up on our lines and conductors, resulting in power outages,” stated Marcus Lewis, Garkane’s Staff Assistant.
Battling miserable conditions at times, Garkane’s crews worked throughout the nights to locate and fix the various problems. “We commend our crews for enduring difficult conditions in order to restore power to our customers”, stated Lewis. “We appreciate their efforts, and we’re sorry for the inconvenience power outages cause.”
Power has been restored to all areas each day. We did weather the storms better than most utilities in California, Nevada, and Arizona.
“It is Garkane’s goal to provide reliable power to all our customers. We are in the business of providing low cost, reliable power. We take this responsibility very seriously. Unfortunately, unforeseen circumstances, such as the extreme weather conditions witnessed this week, make it difficult to guarantee uninterrupted power. We are subject to Mother Nature’s forces. This is one factor we simply cannot control. We appreciate your patience and support and we will do everything we can to keep power flowing.”

12/8/09 • MAJOR WINTER STORM CAUSES OUTAGES TO SOUTHERN SYSTEM
Garkane Energy Customers in Northern Arizona, and in Kane and Garfield Counties experienced power outages Monday night and early Tuesday morning, December 7 and 8, 2009 due to heavy wet snow in the south, which blanketed the area.
Power was off from Buckskin to Paria, included everything East of Paria (Big Water and Church Wells) during parts of the night. The Buckskin area received almost 20 inches of snow. Power was also off multiple times during the night from Henrieville to Escalante due to snow load on the lines.
Other areas in Kane county experienced outages during the night due to a pole fire in Kanab and a toppled tree in Orderville.
The snow also created problems with the communication systems and therefore made it difficult for us to communicate with substations.

There are small isolated outages this morning, but crews are working on them currently and expect to have them back on soon. As mentioned above, heavy wet snows in the Kane County area affected our transmission system out of Glen Canyon Dam and into Garfield County, up to Cottonwood Wash and from Henrieville to Escalante. These outages were compounded by communications problems as well.

7/1/09 • TWIN CITIES POWER TO JOIN GARKANE ENERGY COOPERATIVE
Loa, Utah - The residents of Twin Cities (Colorado City, AZ and Hildale, UT) recently became the newest member/owners of Garkane Energy Cooperative. The purchase of the Twin- Cities Power System was completed June 30, 2009.
"Garkane Energy already serves the area adjacent to Twin Cities (Centennial Park, AZ and Canebeds, AZ)," said Carl Albrecht, Garkane General Manager. "Weve also entered into a partnership with South Central Communications to share a small Business Office in Hildale, UT.
Garkane has, on average, about 4.5 customers per mile of power line. Adding the concentrated customer base of Twin-Cities will provide for greater economies of scale. The acquisition will bring approximately 1,100 new accounts. Albrecht also explained that Garkane crews are already familiar with the system, having served it previously in the early 90s.
Twin-Cities Power customers will become member/owners of Garkane Energy cooperative with all the benefits of co-op membership. Consumers will see rate decreases from present rates.
Transfer of ownership took place July 1, 2009.

Twin Cities (Colorado City, AZ, and Hildale, UT) are located southwest of Kanab near the center of Utah's scenic southwest and is located on the north portion of the Arizona border, approximately, 35 miles east of St. George, Utah.
This acquisition is the second municipal power system purchased by Garkane. Kanab Citys power system was acquired in 2004.
Garkane Energy will now serve more than 12,600 consumer/members in a wide service area that covers five national parks, several state parks, two national monuments, and several national forests.
6/29/09 • GARKANE ENERGY RECEIVES SAFETY AWARD
Workers Compensation Fund (WCF) recently recognized 13 Utah companies for their outstanding safety practices during a Safety Traditions luncheon Thursday, June 4, at the Grand America Hotel in Salt Lake City, UT. ((Each year, WCF recognizes those companies who have made a significant commitment to making workplace safety a priority.
Garkane Energy received the Charles A. Cain Workplace Safety Award. The award was named after WCFs first manager who worked for WCFs predecessor, the State Insurance Fund.
With more than 23,000 workplace injuries reported in 2008 (by Utah Companies), workplace safety must become a primary goal for every company, said Ray Pickup, CEO and President of WCF. Todays award-winners are leading the way in investing the time, resources and energy necessary to protect workers. We applaud their efforts and urge other Utah companies to similarly focus on workplace safety.

Monday, June 22, 2009 - In The Hatch Business Office At 1:00 p.m.
As mentioned in the 2009 Spring issue of HIGHLIGHTS, notice of a Public Rate Hearing is scheduled for Monday, June 22, 2009, in Garkanes Hatch Business Office at 1:00 p.m. Reminder notices have also been posted on Garkanes website and on member-owners bills.
As we closed the books for 2008, Garkane was fortunate to break-even financially. This is why there was not a capital credit refund in December. This is the result of investment in new facilities, which required new borrowing from our banker and increased our interest costs substantially.
Garkane has a very difficult and complex system to operate and maintain. With all elements of the industry, generation, transmission, and distribution, we are unlike most rural electric cooperatives. Most electric cooperatives are distribution only, without any generation or transmission facilities. We serve about 12,000 consumer-members, over 2,130 miles of line. So there is only a small customer base over which to spread costs. Garkanes power-lines traverse many public lands (ie. Parks, Monuments, National Forests, BLM lands, etc.). Rights-of-Way are very difficult and extremely costly to obtain. Many environmental studies have to be completed and maintenance work in these pristine areas is often completed by helicopter rather than by normal access and procedures.
The board increased rates modestly in 2008, including minimum billings. Garkane continues to send out many zero usage billings. The infrastructure costs to serve these low-usage accounts are the same for an account using normal usage (approximately 750 KWH).
As the board looked towards 2009, and our budget projections, we cut expenses in many areas. As we all experience the effects of this economic downturn, the loss of jobs, and tighter credit for economic expansion, we are all affected. As a result, for 2009 we have cut our Member Appreciation Barbecues, our 70th Anniversary Celebration activities, as well as many other costs, and will combine other meetings throughout the year. We plan to do all of the upcoming construction of new facilities with existing personnel rather than hire outside contractors.
Even by eliminating all of these activities, Garkane will still have to increase rates this year to cover new borrowing and increased costs for new infrastructure, as well as other cost increases in our business.
The amount of electricity Garkane members are using has grown tremendously. New homes have central air-conditioning, electric furnaces, multiple T.V.s, computers, and other electrical products. Coupled with unprecedented growth in recent years in new members, our demand for electricity has increased dramatically and Garkane must invest millions in new facilities to ensure sufficient electricity to satisfy this growth.
While the price will increase this year, we are still committed to deliver this electricity as efficiently and safely as possible. Our rates will still be very competitive when compared to other electric utilities and other energy sources. In fact, the price you are paying now, is less than in the early 1990s.
We believe that reliable electric service at a reasonable price is something that our member-owners can count on and that we have delivered on a daily basis.
To accomplish this goal, we must also protect the financial stability of our organization by asking our member-owners to share in these costs.
Garkane strives to give member-owners as much notice as possible through a variety of methods.
Maintaining dependable service at an affordable price remains the cornerstone of the cooperatives business.
Garkane is committed to delivering power at the lowest possible cost.
Garkane works hard to minimize the impact of necessary price increases.
Garkane is accountable to our member-owners, not outside investors.
Garkane is a not-for-profit business and our member-owners have a voice in decision making.
The purpose of the public hearing, scheduled for June 22, 2009, in the Garkane Hatch Office at 1;00 p.m (Located at 468 North Highway 89, Hatch Utah), is to receive comments and to review with the membership, Garkane Energy Cooperatives proposed general rate increase to all Utah member-owners.
The proposed increase will raise Garkanes Utah Residential kWh rate to $0.070 for the first 1,000 kWh used and $0.055 for any kWh used after 1,000 kWh, which will increase the typical residential bill (using 750 kwh) by approximately, $4.00 per month.

5/29/09 • PLANE CRASH CAUSES POWER OUTAGE IN ESCALANTE AND BOULDER TOWN
Garkane Energy members in Escalante and Boulder experienced a power outage Friday morning, May 29, 2009, due to an airplane crash, near the Calf Creek Recreation Area between the Boulder and Escalante townships.
Power was off in the Escalante area for approximately one hour. The Boulder area was off for much longer as crews repaired lines and worked to isolate and black-start the hydro plant near Boulder to carry Boulder Town and are still working on this at the time of this release at 2:30 p.m. Power to Escalante was restored at approximately 10:00 a.m. from Glen Canyon.
The outage occurred when a small plane crashed in the area at approximately, 8:45 a.m. We appreciate our crews efforts to restore power and our thoughts and prayers are with the family involved. Stated Carl Albrecht, Garkanes General Manager.
Garkane reminds its member/consumers in an event such as this to be very careful around downed power lines. Garkane further suggests for members to be prepared for power outages by choosing an easily accessible closet or cupboard for an emergency supply of flashlights, batteries, and other needed items.
5/18/09 • PLANNED POWER OUTAGE On Cedar Mountain Line
Garkane Energy customers on Cedar Mountain will be without electricity the morning of May 28, 2009. The pre-arranged outage is necessary to perform line re-routing for the New Transmission Line. Unfortunately, this work can only be performed while the power is off.
The scheduled power outage on May 28, 2009 will begin at approximately 8:00 a.m. until approximately 12:00 pm.
Please make any personal arrangements necessary in preparation for this outage.
The Sheriff Departments and hospitals should be especially aware. Garkane expresses its apologies for the outage, but it is necessary to upgrade this line to allow more capacity in the area which will also prevent unscheduled interruptions in the future.

2/19/09 • 2009 NON-TRADITIONAL STUDENT SCHOLARSHIP PROGRAM
In an effort to help someone retool or retrain themselves in an economic downturn, Garkane Energy is pleased to announce a new scholarship program to benefit the non-traditional student in pursuing their higher education goals. The program will provide a $1,000 scholarship, which can be used at any institution of higher education. Applicants must be a member of Garkane Energy at the time of application and award, and must be over the age of 25 at the time of application. Dependents or spouses of Garkane Energy employees, directors, and management are not eligible for the scholarship award. The scholarship recipient will be selected on an "At-Large" basis among all director districts.
If there are no qualified non-traditional applicants, a recipient will be chosen on an "At-Large" basis from the 2009 High School Scholarship Program applicants.

GARKANE ENERGY ANNOUNCES PRE-ARRANGED OUTAGE
- 11:30 p.m. Saturday, October 25, 2008 to 6:00 a.m. Sunday Morning, October 26, 2008 -
Loa, Utah - Garkane Energy customers in parts of Garfield and Kane Counties will be without electricity in the late evening of Saturday, October 25, 2008 and early morning of October 26, 2008. The pre-arranged outage is necessary to complete the conversion of the transmission line from Buckskin to Henrieville from 69 kV to 138 kV. Unfortunately, this work can only be performed while the power is off.
Garfield County customers east of the Henrieville Substation (Escalante and Boulder) will be out of power for approximately 4 hours. Garkane customers west of the Henrieville Substation (Tropic, Cannonville, Henrieville, Bryce Canyon City, Hatch, Spry, and Cedar Mountain) will be out approximately 6 hours. The outage will begin at 11:30 p.m. Saturday night (October 25, 2008) and will go until approximately 6:00 a.m. Sunday Morning, October 26.
Kane County Customers in Big Water, Church Wells, and the Paria area will be off for approximately one hour only, while work is completed in the Paria Substation.
Please make any personal arrangements necessary in preparation for this outage.

9/16/08 • PREARANGED OUTAGE FROM GLEN CANYON DAM GOES WELL
Officials of the Western Area Power Administration (WAPA) announced a pre-arranged outage at Midnight on Saturday, September 13th from 12:00 a.m. to 3:00 a.m Sunday Morning (Utah Time). The outage actually lasted until 5:00 a.m. due to problems WAPA encountered when attempting to re-energize the lines.
The outage was necessary to replace damaged equipment (insulators) in the Glen Canyon Switchyard at the Glen Canyon Dam. Unfortunately, this work had to be performed while the power was off. Garkane employees were also able to complete a few projects on their lines during the pre-arranged outage.
The pre-arranged outage affected all of Garkane Energy's customers in Kane County, Garfield County (except Panguitch and Antimony), and all of the Northern Arizona customers in Mohave and Coconino Counties served by Garkane.
Garkane appreciates the efforts made by WAPA and by Garkane employees in completing the projects. Garkane received appreciation from many members that had joined Garkane's E-mailing list, which notified them of the outage via e-mail. STORM CAUSES OUTATGE IN EASTERN WAYNE COUNTY
Garkane Energy Customers in Eastern Wayne County experienced a power outage Wednesday June 5, 2008, due to severe weather, which hit the area. Power to the area was off for a while, but many customers may not have even noticed. Power was off briefly from Rim Rock, west of the Park to Hanksville, until crews were able to isolate the problem and restore temporary power to the affected areas by using a generator in Hanksville. Two linemen remained in Hanksville to operate the generator through the night.
Heavy wind conditions in the Park area caused a neutral wire to wrap around a phase wire causing a loss of power to the area.
Power went off at approximately 3:30 p.m. Wednesday afternoon. Line crews were immediately dispatched to locate the problem. They were able to isolate the section and restore power using a generator until the problem could be found. Garkane crews battled miserable conditions at times as they patrolled the lines throughout Wednesday evening and throughout the night trying to locate the problem. The twisted lines were located early Thursday morning, June 6, 2008 east of the Capitol Reef boundary.

6/9/08 • NOTICE OF PUBLIC RATE HEARING (JULY 28, 2008)
Garkane Energy and its member-consumers have enjoyed one of the longest periods of rate stability in history. Utah and Garkane enjoy some of the lowest electric rates in the country and Garkane will continue to do so even with this proposed adjustment. Pricing adjustments are something we only consider when we have to. Garkane hasn't raised its rates since 1992. Unfortunately, over the past several years Garkane has experienced an increase in the costs of materials, labor, equipment, fuel, and interest costs on new financing necessary to construct new infrastructure to meet growth.
We've been able to hold our rates down and minimize increases by managing costs and implementing a number of cost-saving measures. In the past, we've also passed on savings in the form of Capital Credits due to rebates from our wholesale provider, Deseret Power.
We believe that reliable electric service at a reasonable price is something that our member-consumers can count on and that we have delivered on a daily basis.
To accomplish this goal, we must also protect the financial stability of our organization by asking our member-consumers to share in these costs.
Garkane strives to give member-consumers as much notice as possible through a variety of methods.
Maintaining dependable service at an affordable price remains the cornerstone of the cooperative's business.

The purpose of the public hearing scheduled for July 28, 2008 is to receive comments and to review with the membership, Garkane Energy Cooperative's proposed general rate increase to all Utah customers.
The Cooperative will be considering a revised rate for all Utah customers. Rate Schedule numbers LP015, RES21, SEA22, IRR24, GS125, GS228, GS332, SL027, TOD29, TOD30, NDM31, COG33, UT021, UT025, UT027, UT028, UT029, UT030, UT031, UT032, schedule SC, Service Charges, and changes to our line extension policy.
This proposed increase will raise Garkane's revenue by approximately 7.88%, which will increase the typical residential bill (using 750 kwh) by $3.37 per month.
Notice was previously given for July 21, 2008. The date for the rate hearing has been changed to Monday, July 28, 2008, in the Garkane Energy Hatch Office at 1:00 p.m. The Hatch Office is located at 468 North Highway 89, Hatch Utah.

Carl Boyd, Jr. was recently re-elected Board President of Garkane Energy Cooperative, Utah. Other Board Officers include Wayne Robinson, Vice President, and Terry Griffiths, Secretary/Treasurer.
Incumbent Directors, Michael Blackburn - Bicknell, Carl Boyd, Jr. - Tropic, Rod Ence - Duck Creek, and Wayne Robinson - Kanab, were each recently, re-elected in their Director District elections and will continue to represent Districts 3, 6, 8, and 10 respectively.
The Board also selected trustees to two statewide organizations in which Garkane participates. Boudicca Joseph - Big Water and Terry Griffiths - Orderville will represent Garkane's interests on the Board of Deseret Generation and Transmission Cooperative. Michael Blackburn - Bicknell and LaDon Torgersen - Koosharem will serve on the Utah Rural Electric Association Board of Directors.
Garkane Propane's Board of Directors also met on June 2, 2008, and selected new Officers for the Company for the coming year. Reed Munson - Escalante, was re-elected as the President of the Board of Directors. Joining President Munson as Officers are Boudicca Joseph - Big Water, as Vice President, and Rodney Ence - Duck Creek, as Secretary/Treasurer.
5/1/08 • ANNUAL MEETING ELECTION RESULTS
Results of Garkane Energy's Director elections and proposed Bylaw Amendment were announced during each of the Cooperatives Annual Meeting Sessions held in Kanab, Utah, April 22, 2008, Tropic, Utah, April 23, 2008, and Bicknell, Utah, April 24, 2008.
Incumbent Directors, Wayne Robinson - Kanab, Rod Ence - Duck Creek, and Michael Blackburn - Bicknell, ran unopposed and will continue to serve as Board Members for District 10, 8 and 3, respectively.
In Garkane District 6, Board Vice President, Wayne Robinson, announced Incumbent Director, Carl Boyd, Jr. - Tropic, as the winner of the District 6 election. Mr. Kevin Eldredge - Hatch, ran against Director Boyd.
Results of the vote on the proposed amendment to the Bylaws were also announced at each of the business sessions. The amendment passed unanimously 1,376 for, 117 against.
Featured speakers at the Meeting Sessions included Deseret Power's CEO - Kimball Rasmussen, Representative Mike Noel, and Mike Peterson - UREA Executive Director. Mr. Rasmussen spoke at the business sessions held in Kanab and Tropic, and Representative Noel and Mr. Peterson spoke at the business session held in Bicknell. Garkane-s CEO, Carl Albrecht, also gave a report at each meeting.
This year's business sessions also included youth speakers from last year's Utah Rural Electric Association (UREA) Youth Leadership Conference which is co-sponsored by Garkane and several other Cooperatives in Utah, Nevada, and Wyoming. Kanab High School Senior, Garett Madril spoke at the Business Session in Kanab, Bryce Valley High School Senior, McKoye Mecham spoke at the Business Session in Tropic, and Wayne High School Senior, Trent Taylor spoke at the Business Session in Bicknell. Wayne High School Senior, Porter Ellett - Wayne High School, will represent Garkane at this summer's UREA Youth Leadership Conference as a Youth Director.
In accordance with the Cooperative's Bylaws, Directors Robinson, Ence, Boyd, and Blackburn will all serve three year terms. Garkane Board Members will also elect Board Officers and representatives to Deseret Power (Garkane's wholesale power supplier) and the Utah Rural Electric Association (Statewide organization) at the first regular Board Meeting following the Annual Meeting. That meeting is scheduled for Monday, June 2, 2008 in Hatch, Utah.

The Sessions of the 2008 Annual Member Meeting of Garkane Energy Cooperative, Inc. will be held Tuesday, April 22, 2008 at the Kanab Middle School in Kanab, UT; Wednesday, April 23, 2008 at the Bryce Valley High School Auditorium in Tropic, UT, and Thursday, April 24, 2008 at the Wayne High School Auditorium in Bicknell, UT.
The regular business meeting sessions will begin at 7:00 p.m. Preliminary events begin with a Barbecue from 5:00 p.m. to 6:30 p.m. Displays and a health fair begin at 6:00 p.m.
Business to be conducted at this year's Annual Member Meeting includes announcing the results of the bylaw amendment vote (voting by the full membership-see page 3 for full details of the proposed amendment), and the results of the election of directors representing Districts 3, 6, 8, and 10 (voting by District only). Candidates for the Board are profiled on Pages 6 and 7 of this edition of HIGHLIGHTS. Members in Districts 3, 6, 8, and 10 will vote this year in their respective director elections. 4/4/08 • Proposed Amendment To Bylaws
The proposed amendment to the Bylaws allows the members to directly nominate all Director candidates and removes the requirement that Director candidates also be selected by a Nominating Committee. The proposed amendment also eliminates the required Director election and the expense of mailing ballots when a Director candidate is qualified and unopposed.

11/9/07 • GARKANE PROVIDES ELECTRICITY FOR COMMUNITY CHRISTMAS LIGHTING
Garkane Energy is providing free electricity again this year for decorative Christmas Street Lighting in the cities and towns served by the cooperative. In making the announcement, Garkane CEO Carl Albrecht stated, "For nearly a half century, it's been our pleasure to help communities feel the Christmas spirit through the free lighting program. It's our way of wishing our member-consumers a most joyous holiday season."
Albrecht went on to say that community leaders were informed of the program during the first part of the month, and that Garkane crews would be available to assist communities with the installation of the decorations as well as the removal at the end of the season.
The free electrical service for decorative community lighting runs from Wednesday, November 21, 2007 through Wednesday, January 2, 2008. Lighting hours are 5:00 p.m. to 12:00 midnight, daily.

Don't let your hard-earned money blow away through drafty doors and windows, as well as un-insulated attics, walls, floors, and basements. As we stay indoors to stay warm this winter, save your money and reduce your utility bills by following the energy efficiency tips below:
1- Find air leaks inside and around the exterior of the home. Check around fixtures that penetrate walls, such as exhaust fans and electrical outlets. Look for unfilled gaps and cracks near dryer vents, chimneys and faucet pipes.
2- Seal leaks between moving parts with weather stripping, such as between a door and its frame. Caulk cracks between windows and walls, as well as around door frames.
3- Replace your screens with storm windows and doors. If you have older or leaky windows that you can't replace, consider doing temporary fixes, such as plastic film kits that create the effect of an interior storm window.
4- If you are shopping for new windows, doors, or skylights, look for ones with the Energy Star label.
5- Make sure attics and flooring above unheated areas, such as crawl spaces and the garage, are properly insulated.
6- Have your furnace checked by a professional to make sure it's operating safely and at its optimal level. In addition, change your furnace filters monthly.
7- Have a programmable thermostat installed to automatically raise and lower home temperatures for energy savings by day and night.

8/13/07 • Reward offered for vandalism to Garkane electrical equipment
A $5,000 reward is being offered to anyone supplying information leading to the arrest and conviction of those responsible for shooting equipment at Garkane Energy's Fredonia Substation and transmission poles near Glen Canyon last fall.
During a recent inspection of the Fredonia Substation, Garkane personnel found a bullet hole near the cooling fins on one of the substation transformers. Had the bullet penetrated the cooling system, a power outage would have occurred, affecting thousands of consumer/members in the Southern Utah and Northern Arizona portion of Garkane's System.
Shooting any utility equipment, such as a power pole, a transformer, an insulator on a power line, or equipment in a substation is more than just costly mischief. Vandalism to power supply equipment can cause power outages, inconveniencing hundreds of consumers and in some cases threatening lives. Vandalism to power lines and other facilities - especially those located in remote areas is an ongoing problem for any electric utility.
Vandalism-related service interruptions may cause hazardous situations and place hardships on persons relying on life support systems. In many cases, such vandalism is not discovered until storms moving through the area causes equipment to short and cause an outage.
In addition to the inconvenience and threat of outages for hundreds of people, repairs may cost thousands of dollars. These expenses are ultimately reflected in the electricity bills paid by consumers.
"Vandalism to electrical equipment is a serious problem for our maintenance crews", said Carl Albrecht, Garkane Energy's General Manager. Electrical equipment may be a tempting target, but its not a "victimless" crime. Electric utilities and their customers pay a substantial price in lost service and repairs. "We will prosecute those convicted of vandalizing lines, substations or other equipment," Albrecht noted. Garkane Energy offers a $5,000 reward to anyone supplying information leading to the arrest and conviction of those responsible for the damage. The identity of information sources will be held in strict confidentiality.
Anyone with information concerning the person or persons responsible for the incident at the Fredonia Substation or any other acts of vandalism to power equipment is urged to contact Garkane's Office at (800) 747-5403, or their local law enforcement authorities.
7/30/07 • Severe lightning storm causes outage in Garfield County
Garkane Energy Customers in parts of Eastern Garfield County, experienced a power outage Thursday, July 26, 2007, due to a severe lightning storm, which hit the area. Power was off for approximately 4 hours in Escalante and approximately one hour in the town of Boulder.
The power loss to the area was caused by lightning striking a transmission pole between Henrieville and Escalante. Power was off in the area from approximately 3:30 pm. to 7:30 pm. Power for the town of Boulder was directed from the Boulder Hydro-Plant to allow power back to Boulder shortly after the initial outage. Line crews were near the Escalante area and were able to begin installing a new structure for the transmission line that was damaged from the lightning strike. Power was brought back on for Escalante by 7:30 pm.

7/29/07 • Kane County and Northern Arizona system outage
Garkane Energy member/consumers in parts of Kane County and Northern Arizona, experienced a power outage Sunday, July 29, 2007, due to severe winds which hit the area.
The power went off at approximately 3:30 p.m. Sunday, July 29, and was restored later that evening by approximately 11:00 pm. Some areas of the system came on later as the loads were energized by circuit because of the length of time off.
The outage was caused by severe microburst winds, which passed through the area north of the Fredonia Substation. Eight power poles were toppled due to the wind and several others were damaged. Two circuits were also knocked off-line out of the Fredonia Substation.
Crews and equipment were immediately dispatched to restore power. Due to heavy mud from flooding in the area, a contractor was also called in to build roads to allow Garkane's equipment access to the damaged structures to make repairs and restore the power.
Power was restored to several areas earlier with alternate feeds and power was restored to all consumer/members by 11:00 pm.
Garkane reminds its customers that the transmission lines serving our areas are radial (no loop feed) in nature, and long outages can occur if something happens on the line such as this.
